Changzhou is making significant strides in modernizing its agricultural sector and bolstering rural development, with an annual investment of approximately 100 million yuan this year. To improve farmers’ livelihoods, the city has prioritized direct subsidies for grain farmers. In January, 43.22 million yuan was pre-allocated for the 2025 Cropland Fertility Protection Subsidy, ensuring 120 yuan per mu (approximately 0.067 hectares) is distributed directly to eligible landowners via Jiangsu province’s "iPASS" financial subsidy system, benefiting over 100,000 households. To further mitigate agricultural risks, Changzhou has fully implemented cost and income insurance for staple crops, with municipal funding covering 15% of premiums for all districts and 10% for Liyang county-level city. Additionally, 21.76 million yuan has been allocated to subsidize insurance costs for crop farming, livestock breeding, and ecological forestry, significantly reducing financial burdens on farmers.
As part of China’s "Two New" initiative, Changzhou is accelerating agricultural mechanization by encouraging the renewal of outdated farming equipment. The city secured 29.47 million yuan in provincial funds to support the purchase of 1,285 new agricultural machines and the replacement of 537 old units, benefiting 1,102 farming households. To sustain this momentum, an additional 6.75 million yuan was allocated in the first two months of 2024 through long-term special government bonds and central agricultural funds, further supporting the 2025 agricultural machinery renewal and purchase program.
Changzhou is also investing heavily in water infrastructure, securing 119 million yuan in provincial and national funding for large-scale projects, including the Huangli River Comprehensive Improvement Project, Phase 1 of the South Wujin District Flood Control and Drainage Project, and the Renovation of the Laotaohua Port in Xinbei District. Additionally, 20 million yuan from the municipal budget has been allocated for urban waterway maintenance, including Phase II (Emergency Treatment) of the Yangtze River Yangzhong Section and dredging projects in municipal waterways. These projects aim to enhance flood control and water quality in the Yangtze River and surrounding urban areas, further supporting the city’s sustainable development goals.
