The Sino-German Demonstration Project on Energy Efficiency in Cities, a collaborative initiative under the Sino-German Energy Partnership, has successfully concluded its four-year pilot phase in the Jintan Economic Development Zone (EDZ) in Changzhou, Jiangsu Province. This project aimed to enhance energy efficiency and support the decarbonization of urban areas, particularly industrial parks in China.

      Project Overview

Launched in 2020, the project focused on developing and implementing an integrated energy plan for the Jintan EDZ, engaging both German and Chinese companies. The initiative sought to identify economically viable energy-saving and greenhouse gas emission reduction potentials, contributing to municipal climate protection efforts.

      Key Achievements

Integrated Energy Planning: The project developed a comprehensive energy efficiency concept for the Jintan EDZ, analyzing local energy demand and supply. This plan explored renewable energy expansion and identified 44 implementation measures to enhance energy efficiency within the park.

Pilot Implementations: Three energy efficiency measures were selected for implementation, including the construction of pilot buildings adhering to German sustainable building standards (DGNB). These buildings demonstrate solutions for energy efficiency and decarbonization in the built environment, integrating technologies such as efficient heat pump systems and photovoltaic installations.

Microgrid Demonstration: A microgrid project was established, featuring an installed photovoltaic capacity of 692 kW and an annual electricity output of 640,000 kWh. This system utilizes both solar photovoltaic and solar thermal technologies, recycling waste heat to enhance energy efficiency and supply energy to nearby enterprises.

      Impact and Future Outlook

The successful implementation of this demonstration project has provided a replicable model for other industrial parks and urban areas across China. By 2030, the Jintan EDZ aims to improve its energy efficiency by 12% and reduce carbon emissions accordingly. Looking ahead to 2060, the zone targets a 25% improvement in energy efficiency and a 42% reduction in carbon emissions.

This project underscores the importance of integrated energy planning and international cooperation in achieving urban energy transitions. The methodologies and experiences gained are expected to aid other cities and industrial parks in adopting proven green solutions, thereby accelerating China's energy transition and carbon neutrality efforts.

The Sino-German Energy Partnership continues to serve as a central platform for energy policy dialogue between Germany and China, facilitating the exchange of best practices and the development of sustainable energy solutions.
